Students enrolled in bachelor's and master's programs at public universities in Georgia will have their tuition fully covered by the state unconditionally only for their first two semesters. Starting from the third semester, half of the tuition funding will become merit-based, linked to the number of ECTS credits earned in the previous semester. To retain this merit-based funding, students must have earned at least 80% of the credits that constitute a full semester workload, typically 30 ECTS credits. These changes are part of a broader reform of the higher education system announced by the Georgian Dream party in late 2025, aiming to make tuition free at all public universities while encouraging academic excellence.
