Мэр Тбилиси Каха Каладзе заявил, что не считает себя лично ответственным за предполагаемые масштабные хищения средств, выделенных на программу бесплатного питания малоимущих.

«Я несу ответственность за самого себя. В мэрии муниципалитета работают до 30 тысяч сотрудников. Если кто-то совершил преступление или осмелится сделать это в будущем, он ответит перед законом. Сегодня такая ситуация, что порой невозможно нести ответственность даже за собственного ребенка. Мэрия столицы не является следственным органом. У соответствующих ведомств есть свои функции, и каждый обязан действовать в рамках своей компетенции», – отметил Каладзе.

Заявление последовало на фоне расследования Службы государственной безопасности Грузии, которая 2 апреля сообщила о задержании руководителей компаний, обслуживавших бесплатные столовые в Тбилиси. По данным следствия, подозреваемые присвоили до 3,5 млн лари из средств, выделенных на питание около 15 тысяч социально незащищенных граждан.

Каладзе подчеркнул, что сотрудники столичной администрации оценивают работу подобных объектов лишь с точки зрения санитарных норм, тогда как все остальные аспекты регулируются условиями контрактов с подрядными организациями.

«В столице у нас 64 бесплатные столовые. Подрядчик отвечает за прием и доставку продукции, регистрацию получателей и другие процессы. Это прописано в контракте. Если сотрудники районной администрации будут уличены в преступлении, будут приняты соответствующие меры. Если виновна конкретная компания или ее субподрядчик, это будет установлено в ходе расследования», – добавил он.

За последние месяцы следственные органы объявили о раскрытии сразу нескольких фактов коррупции и хищений, связанных с работой столичной мэрии. Среди фигурантов дел оказывались, в том числе, подчиненные Каладзе. Самый резонансный случай — мошенническое присвоение более 9,3 млн лари, выделенных на реабилитацию муниципальных детских садов.

Во всех случаях мэр Тбилиси подчеркивал, что несет ответственность только за себя.

"I am responsible for myself. The city municipality employs up to 30,000 people. If someone committed a crime or dares to do so in the future, they will answer before the law. Today the situation is such that sometimes it is impossible to bear responsibility even for one's own child. The capital's city hall is not an investigative body. The relevant agencies have their own functions, and everyone must act within their competence," Kaladze noted.

The statement came against the backdrop of an investigation by the State Security Service of Georgia, which on April 2 announced the detention of heads of companies that served free canteens in Tbilisi. According to the investigation, the suspects embezzled up to 3.5 million lari from funds allocated for feeding approximately 15,000 socially vulnerable citizens.

Kaladze emphasized that employees of the capital's administration evaluate the work of such facilities only from the point of view of sanitary norms, while all other aspects are regulated by the terms of contracts with contractors.

"We have 64 free canteens in the capital. The contractor is responsible for receiving and delivering products, registering recipients and other processes. This is stipulated in the contract. If employees of the district administration are found guilty of a crime, appropriate measures will be taken. If a specific company or its subcontractor is guilty, this will be established during the investigation," he added.

In recent months, investigative agencies have announced the uncovering of several cases of corruption and embezzlement related to the work of the capital's city hall. Among the defendants in the cases were, among others, Kaladze's subordinates. The most high-profile case is the fraudulent embezzlement of more than 9.3 million lari allocated for the rehabilitation of municipal kindergartens.

In all cases, the Mayor of Tbilisi emphasized that he bears responsibility only for himself.
